Briand, who hopes in 1928 to show progress in a FrancoGerman rapprochement. He says that opponents of rapprochement are unable to suggest a substitute, and he offers the opinion that France will never find satisfaction in a policy of isolation and increased, armaments. He says: ‘‘The only alterantive to rapprochement consists in armaments acl infinitum and the rejection of understandings with ex-enemies. Such a policy manifestly leads to war. It is easy to start war, but I want to prevent war. Germany is a great country and cannot _be ignored. The only good or possible policy is for the conqueror to negotiate with the conquered.”
