SECURING PAYMENTS FROM GERMAN i. (British Official Wireless.) RUGBY, Dec. 19. In his report on the third year’s work of the Dawes plan Mr. Parker Gilbert, Agent-General for Reparation Payments, makes it quite celar that such payments are a first charge upon all the assets and revenues of the German Republic and its constituent States. This settles the vital question, discussions on which arose through a recent memorandum in which the agent-general called the special attention of the German Government to the probable dangers of continuing to raise foreign -loans for State and municipal enterprises. Next year’s payments will be £S7,500,000, 'of which Great Britain is due io receive £18,500,000. It is also revealed that Great Britain is Germany’s customer. In the last financial vear she took 11 per cent, of Germany’s total exports, Holland coining next with 10. S per cent. WASHINGTON, Dec. 19. It is stated that Mr. Nelson seconded the recommendation of Mr. Parker Gilbert that the total German indebtedness to the Allies should be definitely fixed, and Germany permitted to assume the burden on that basis, knowing what she owes her wartime enemies. Mr. Mallon did not believe that the question of interAllied debts should be involved in such a rearrangement.
