() l' TSTA NDING BI ELS. “RAISING THE WIND.” PARIS. July 30. A resume of the views of Russians in Paris well acquainted with the financial troubles of the Soviet Government gives some interesting particulars concerning these difficulties. Rills of the recent trade delegation of the Soviets in London and the organisations depending thereon, after being already renewed, are due for payment on July 31 next. These hills, it is stated, represent a sum of £3,500.000 sterling. Non-payment of these hills when they fall due will have as a consequence that the discount of hills of the Soviet in other countries will become impossible, especially the renewal of the German credits which fall due partly in the autumn. The settlement of these credits will he more than ever uncertain.
It is believed that, wtih its available cash failing .the Soviet Government will again recommence negotiations with foreign firms for the sale of all that remains to them of the stook of diamonds they have confiscated.
