WARSAW, Jan. 27. i A message from Moscow ha.s been published' to the effect that great activity is being manifested by the Soviet general staff.. Several regiments of cavalry are .standing by and some Siberian garrisons 'are already moving to Kalgan which is 100 miles from, Peking. Although the alleged decisions reached at yesterday’s conference on the Sino-Japan treaty revision were obtainan apparently reliable source, it stated officially that no discussion. took place and no decisons were made. Senator Borah, in a statement to-day, expressed the opinion that the sending of large British naval and military forces to Chinn might have a disastrous result. He favoured the protecting of United States citizens in China by bringing them out of danger until all danger had passed. Amplifying Air Kellogg's statement, officials of the. State Department said that the Government was ready to enter into negotiations .with both Cantonese and Northern factions. INDIAN PRINCES OFFER TROOPS. Received 12.20 a.m.. to-day. DELHI, Jan. 27.
