LEGATION AT WASHINGTON.

Discussing at Toronto the statement- “the entry of the Dominions into diplomacy will impair tli© diplomatic unity of the Empire, and therefore may threaten Imperial unity itself,” in an address to the Canadian Club on Monday, Mr Vincent- Massey characterised the legation that- he will shortly establish at- Washington as “necessity, not luxury.” He declared that the new machinery would not weaken the tie, but would have the contrary effect. He believed the presence of several representatives ot the King at Washington responsible to the different Governments would provide even greater unity amongst the Dominions. He said that- the functions of the legation would be the “promotion of trade, the settlement of international questions, and other matters of public importance.”
