NEW COUNCIL FORMED. BY CABLE-PRESS ASSOCIATION—COPYRIGHT. LONDON, Jan. 22. Under the presidency of Viscount Grey, a new Liberal Council is being formed with separate headquarters. It is not associated with the official Liberal Party, but is acting irrespective of Mr Lloyd George’s policy. The personnel includes Sir Donald Mac Lean, Mr Phillips, Colonel Pringle, and possibly the Rt. Hon. W. Eunciman. Lord Grey, Sir William Plender and Lady Bojiham Carter have- resigned their trusteeship of the Liberal million fund. Mr H. V. Phillips has also resigned the chairmanship.
