NEW DEPABTMENTAL HEAD

The not unexpected appointment of Dr. E. Marsden (Assistant-Director of Education) as permanent secretary of the new Department of Scientific and Industrial Besearcli, which is to be established in accordance with the recommendations of Sir Frank Heath, has been announced by the Prime Minister. In answer to a query, Mr Coates said that the legislation necessary for the establishment, of the department was in train, and he expected it to make its appearance next week. Dr. Marsden, who was appointed As-. sistant-Direetor of Education in September, 1922, was educated in England and proceeded through the complete primary, higher elementary, grammar school/ and university course, winning his way right through by means of scholarships. As a student at Manchester University (says The Dominion) he Avon several scholarships, and finally was aAvarded first-class honours in physics (B.Se. and M.Sc. degrees). He taught in elementary and secondary schools in England. He Avas also lecturer under the London University, and afterwards held a fellowship and a lectureship in the Manchester University until 1914, Avhen he Avas appointed to the position of Professor of Physics at Victoria College, Wellington. From •January, 1910, to May, 19.19, he served with the jNTcav Zealand Expeditionary Force, in France, Avhero he held the position of major in the Engineering Division of the Fourth Army. He Avas twice mentioned in dispatches, and Avas awarded the Military Cross, Since coming to Noav Zealand he has been made a FelloAV of the Noav Zealand Institute, and is a member of the Board of Goa - - ernors of that body. He is also chairman of the Samoan Obseiwatory Board, and a member of the Board of Studies of the New Zealand TJnWersity. In 1922 lie aa’us chairman of the Professorial Board of Victoria College.
