LABOUR MEMBER’S BILL
ITS MAIN PROVISIONS
BY CABLE—PRESS ASSOCIATION—OOPYBiGHT. Received 11.20 a.m. to-day LONDON, Aug. 4. Proposals for the better government of .Scotland are contained in a Bill presented by the Labour member Rev. James Barr, supported by .Messrs W. Adamson, G. Buchanan, T. Johnston, D. Kirkwood, and other Labourites. It provides for the establishment of a single chamber Parliament to deal with Scottish affairs, consisting of 148 members of existing constituencies, representation of Scotland in the Imperial Parliament to cease; executive power to continue to be vested in the King, who will he represented in Scotland bv a high commissioner and advised by an executive committee; power of levying and; collecting taxes to be invested in the Scottish Parliament, taxes to be paid to the Scottish Treasury ; Navy, Army, Air Force, and Foreign Office to be administered jointly by the Scottish and Imperial Parliaments. —Reuter.
