United States and Russia, which have evinced mutual hostility foi‘ eight years, are being drawn together by force of ciicumstanees, according to authoritative observers. A favourable situation has been created by a, rapid increase in American exports to Russia and the reorganisation, of the RussoAmerican Chamber of Commerce by leading American bankers and industrialists, and for which it is believed that diplomatic recognition is merely a matter cf months. There are no signs of immediate overtures, but the State Commerce Departments are displaying keen interest in Russian affairs whjich was formerly lacking. This change in administration policy i® a matter of attitude rather than of exact terms, there being no disposition to change those outlined by the Secretary for State.
