Upon his return from a tour of Europe and) America, Police Coininissiotiei- Mitchell reeommemled the abolition of handcuffs from the uniformed police on the ground that they are an obsolete method of dealing with prisoners, and one that has long siit.ee been abolished in the cities abroad. The recommendation met with strong opposition from the police, who urged that in a eitv so comparatively sparsely policed as' Sydney, they were placed at the mercy of a violent prisoner unless thev were provided with haudc u Its. The Chief Secretary lias now revoked. the, order for abolition on Mr Mitchell's recommendation, which he had previously approved.
