ELECTION OF BOARD. ward system; favoured. A report of a sub-committee ol the Dairy Council advocating the ward system on. a tonnage .basis lor the election ol representatives >to the Dairy Control bound was presented to the Eon. \V. Noswoithy at Wellington the other day by a deputation Dorn- the council, widen was introduced by Mi. J. 1C Corrigan, AI.F. Recam,meiulauon.s of the committee were as below:—•

“(1) It is imperative that the present ba.siis of election, of the Control Board should! he altered, and that in future the hoard should be elected by the producers on an export tohJlfige basis only. 'L'he 'basis for computing the franchise of electors shall be one vote for every ton of butter and one vote for every two tons of cheese exported by the factory or person lor the previous season to the election. o(>2) 'The voting power of the previous resolution, shall he exercised by the company or persons exporting butter or cheese only.

“(3) The committee are of the opinion that the present methods of election as carried out do not provide a clear indication, of producers’ wishes, for very few votes have been recorded in the past. By the proposed alteration, companies will exercise the vote through their directors, or producers will decide for themselves in general meeting. “(4) That in the best interests of the industry it is advisable that a Dairy Council of 30 members should bo elected by statutory authority triaunually, 120 Irom the North island and 10* from tiie South Island, in the same manner as suggested for the election. of members of the Control Board (a) For the purpose of meeting anti receiving reports from the Control Board at intervals. (b) To deliberate on and disracminato information to the various dairy companies throughout the Dominion.. (o) To deal generally with and advise exporting dairy companies and pensions on any other matters pertaining to their interest. (5) That the boundaries of wards for purposes of election be as follows, hut subject to review on an export tonnage basis every two years:

North Auckland Ward, one member —-From Auckland to North Cape. Waikato. Bay of Plenty, and King Country Ward, 2 representatives—The remainder of the Auckland Province. Taranaki ami West Coast Ward, two representatives —The Taranaki Province and the Northern part of the Wellingtoii Province from Rangiiltikei River. Hawke's Bay, Waipawta, and Manawaltu Ward, one representative—The Wellington Province south of Rangitikei River and Hawke’s Bay Province. Canterbury, Nelson.. Westland, and Marlborough W«-r<l, one representative —Those provinces. Otago Ward, one representative— Otago Province. Southland Ward, one representative —Southland Prov,inee.
