Lord Winterton (Under-Secretary for India) said there was an impression that Earl Birkenhead (Secretary for India) in the House of Lords invited proposals for a new constitution. This was not quite accurate. There would have to be a revision c% the constitution in due course, and if proposals carrying a reasonable measure of agreement among the people of India were put forward ' they would lie carefully considered, but it must be clear that Earl Birkenhead was not rer ferring to any specific proposal. Mr Ramsay MacDonald said t'he impression created everywhere by Earl Birkenhead’s words was that the Government was prepared to examine schemes immediatelv.
