At the University Commission, Professor Shelley gave evidence on the inadequate provision of scholarships to meet the later needs and most important years of a student’s course, .and on the. ‘difficulty of properly 'Organising university teaching in training under the present system of organisation, of training colleges in New Zealandi He had been impressed by the general contemptuous attitude of the people to the older lines of social knowledge, but there seemed to be a growing respect for social distinctions based on mere possession of wealth. It did not .seem to be the function of the Government of a democratic country to help in the establishing of such a cleavage, as it seemed to. be doing in New Zealand by the present system of scholarships in universities, and in schools leading to the university.
