Mr Hayes, who is visiting Australia in connection with the C.H. movement, told a meeting that he had visited a Melbourne industrial area, where offal and filth flowed out of the doors. He was astounded that, such deadly places existed in a new city; they were worse than the London slums. It was no wonder that they bred criminals.
