PROHIBITION ENFORCEMENT.

PREPARATIONS ON THE GREAT LAKES. A DELICATE MATTER. BY CABLE-PRESS ASSOCIATION—COPYRIGHT OTTAWA, May 7. The Toronto Mail and Empire publishes a despatch from Windsor, Ontario, in which John Rodd, former Crown attorney, referring to reports that the American authorities are preparing a prohibition enforcement fleet oil the Great Lakes, states: “I consider the proposals of the American authorities ail outrage, 'they are almost sure to result in international complications. The American Government has no right to use firearms within the three mile limit in a matter such as this. That is enforcing purely domestic, sumptuary legislation. The United States has no jurisdiction on the Great Lakes beyond its water boundary line. I intend to call the attention of the Canadian Government immediately to this new situation.” It is understood that the Government has not officially been advised of any intention on the part of the United States to establish a rum fleet on the Great Lakes. Official circles will closely watch such developments, but doubt is expressed' as to whether any action will be taken, pending the ratification of the rum-running treaty, which has been approved by Canada and the United States. ON “RUM BOW.” NEW YORK, May 7. The destroyer Cunningham, which is engaged in scouting duty for the “dry armada,” reported the arrival on Thursday of four new ships in “Rum Row,” including u large German liner from Hamburg. All were apparently unaware of the net into which they had been drawn.
