BRUSSELS, April 23
The Socialist Congress passed a resolution affirming the futility of continuing negotiation's with the other parties with ni Anew to forming a Cabinet. This decision marks a break dawn of the i niter-party consultations whacth have been, proceeding during the past Aveek, and which aimed at 'Securing a Cabinet AA'iith a working majority. M. Vanderveldo has informed the King that he is unable to form a Cabinet.
