HAWERA BOROUGH COUNCIL.

MONTHLY MEETING. There were present- at last nights meeting of the "Hawera- Borough Council, His Worship the Mayor (Mr. L. A Bone) presiding : Crs. Osborne, B'urdekin, Goodwin, Morrissey, Townsend, Brunette, Champion and Bead. The town clerk (Mr. H. S. Elliott) was also in. attendance. REPORTS. Reports- were received and recommendations. adopted as.- follow-: —- Works Committee. —That- the engineer's .suggestion re sweeping of streets be given a, trial, and that the inspector be instructed to. have neces.steury notices and posts re carriers’ stand erected in Nelson Street.

Health. Committee.—Sand,t-a-rv inspector reported.verba I lv that three plumbing and four drainage permits were issued. Five drains of a total length of 245 ft were- tested. 58 premises inspected ; also two plumbing jobs. No cases/ of infectious disease occurred in the borough, during March.. Recommendations. —That, renewal ol all billiard saloon licenses' be granted. That, renewal of lodging house licenses be granted re Somerset House, Princes Private Hotel and Railway Boardinghouse. Tliat Plunket Society’s, application. for permission to erect sign across footpath, with post on kerb be granted, and a.s regards finger sign nuaftteir is to bo lofvt in hands of chair* man of works committee with, power to act. That E. H. Hall’s tender_of £lO per annum for lease of lot XIS, sub. 37, be accepted. That the Stratford Borough, Council be written to thanking for offer of drakes, but stating council lias sufficient. That it be a recommendation to the incoming council to join the Taranaki Local Bodies Association. That letter from Hawera Chamber of Commerce re suggested shelter shed by post office be referred to incoming council. That- letter from Crocker and MeCbnnick re J. G. rant and lease, be referred to incoming council. That no. action be taken in respect of letter received from Tilverca.rg.il 1 Borough’ Cbuncil to. expenses o.f delegates to municipal conference. That- relaxation, of by-lai\ be granted ini respect of G. Ha.yto-ir’s application on behalf of H. Ik ]V ninicom.be -to erect motor shed on side Line of section, but such relaxation toonly hold good during the pleasure .of the council. That special meeting of council be held on Wednesday, May 6. at 7.30 p.m., to -instal. Mayor and general. That Messrs. Tysons, Foord and Keilar be- thanked for their generosity in lending air compressor and accumulator for inhalation chamber during epidemic. ENGINEER’S REPORT.

This was as follows :—The season’s bitumen work is now completed. Eight and a- half miles of footpaths have been coated with bitumen. Next, summer 1 hope, to complete the remaining miles. Thereafter the cost- of maintenance should be little. Each year we employ extra, men during the summer and reduce numbers when ibit-umenl work is over. M e now hare to follow this procedure. Wii-th the increase of - bitumen coatiner the maintenance costs are beginning to lessen. This lessening is effected by reduced cost of materials and by reduction of l staff, and the winter staff will be reduced slightly also. South Road footpath ha,s been coated with bitumen and some odd stretches of road which have required it have also been treated. There are still some footpaths, which are a little “hungry,” buit these must stand over till next summer, clue to finance and the colder weather. Cost- of flanks of Nelson tetreet- and Recent Street has exceeded estimate by "about £BO, due mainly t o settlement of foundations during rolling, it is quite impossible to exactly forecast this. Some jobs will “pan, out” a little better than, expected, others not so well, but the average- conies/ out reasonably well. . , , A reasonable season « work has been got through, although bad weather during earlier summer gave some trouble. \ BOROUGHS AND MAIN

HIGHWAYS. Tn regard to the decision of the Main Highways Board to contribute part cost of maintenance and repairs effected by boroughs having a population of 6000 or under, Cr. Burdekin • said that the question of what streets should be considered continuation, of the highways had to be considered, and on hi.s motion it was referred to the new. works committee. There was, he added, another difficulty in the question of boundary road's, in Which boroughs and county were both interested. . . Or. Reid said he was satisfied the Main Highways Board had been very considerate of the interests of the smaller boroughs. He referred to the possibility in the future of Rlamanm coming into, the borough, and the advantage to be gained therefrom. GENERAL. The town clerk reported that _ the Audit Office had .agreed to methods suggested by Tiim rcl<Ltivo to the lovying of rates, as owing to inclusion of new area; the position, regarding /special rates had materially altered. The estimates received from the borough engineer were • held over for the new council. ' . , , ... , A letter was received from. My. A, M. Conroy granting, as requested, free use o-f the Opera House for Anzac Day services. A hearty vote of thanks was accorded to Mr. Conroy-for his generosity. ' , ' It was resolved that the recent amendments made in. the by-laws -should come into! force on May 1 next. " Advice was received from the Public Works Department that Hawera Borough was situated in heavy traffic district No. 8. Permission was granted to the Elltham! Pipe Band to pßay some evening in Hawera. The band would take a collection on behalf of the instrument fund of the Hawera. Municipal Band. A communication, was received by the Public Trustee, administrator in the estate o/f the late G. C. Sage asking for relaxation of the building by-laws, allowing them to move an iron, building into an, area, which was No. 1 or brick area. Or. Morrissey said lie would oppose any such relaxation on the ground that similar requests .in several cases Iliad lately been refused. On being put, a motion to allow the relaxation was granted, Crs. Morrissey, Brunette and Reid opposing it.
