PRISONS DEPARTMENT.
NEW- HEAD APPOINTED. ROSE FROM THE RANKS. (Bv Telegraph. —Special to Star.) WELLINGTON, March 1.8. Tire appointment has been announced of Mr Michael Hawkins, Inspector of Prisons and Director of Prison Works, to the position of Controller-General of Prisons, in succession to the late Mr C. E. Matthews. Mr Hawkins was horn in Belfast, Ireland, in 1862, and joined the Prisons service in 1885 as a tradesman warder: He has the distinction of being the firstofficer in the prisons service to- rise from the ranks to the head of the Department. During his long association with the prisons service he has had control of every one of the- main prisons and institutions under the administration of that department. For manv years he was in charge of the Borstal Institution at Invercargill, ancl was largely responsible for the big reclamation scheme which was carried out by prison labour for the Invercargill Borough Council, whereby 2500 acres of land were reclaimed from the sea and converted into magnificent pasture land.
