These claims are absolutely contrary to the experts' report, whien assumes that the German railways aie to he placed under unified control with a unified tariff policy. Dealing with the proposed treaty fcr mutual assistance, the Berlin corf respondent says that the German Government’s views are contained in a " report of its experts, to whom the matter was referred. The Government subscribed to this report, which has been sent- to the League of Nations, it draws attention to the fact that a definition of what constitutes war aggression is left to the League of Nations, which is also .empowered to organise measures to be adopted against the ■aggressor, especially the summoning of military forces. The experts point out that Germany, in view of her complete lack of armaments, would he in an imiiossible position if compelled to abandon her neutrality to join in an armed conflict as a result of a decision by the League, Germany could not agree to any such scheme.— Tiipes.
