Britain’s representation against the ship modernisation plan of the United States may bring to a, head at last the controversy that has stirred naval circles here almost continuously since the adjournment of the Arms Conference. Officials decline, to comment on the London, announcement of the Bfitis.h move or indicate the policy of the United States, but they will carefully study the subject before replying to ‘the London announcement It is recalled that a modernisation plan, including a change in gun elevation, was recommended to Congress by the late President Harding, and Mr. Edwin Denby (ex-Secretary for the Nayy) declared, that many British warships already bad gun ranges comparable with those requested for the United States.
