SULTAN'S LIBERAL SPEECH (Received 16. 8 25 a.m.) Constantinople. November 15. The Sultan in his speech at the •opening of Parliament was liberal in ~Ms tone towards domestic affairs. He acknowleged the Powers' efforts fcr the preservation of general peace, and added that while anxious to intact its imprescriptible frights and legitimate interests, the Ottoman Government makes it a jyotnt of honour that there should be the essential element of order and peace.
