STOCKHOLM, Sept. 25

Four hundred Baltic refugees have sailed from Gothenburg for Canada in a former British landing craft, built to carry 50 persons, says a United Press report. The refugees, including 50 children, decided to sail without a permit after waiting for several months in vain for a certificate of seaworthiness from the authorities, who refused it because ther e were too many passengers.

A coastguard cutter was sent to intercept the craft, but the refugees ignored the orders to return.
