FRENCH GIVING IN TO INDO-CHINESE
PARIS, Feb. 23
Cabinet has approved a plan to return the ex-emperor of Indo-cmna, Bai Dai, to Indo-China in an effort to end the war there. The assembly on March 11 will debate the plan.. France hopes that the Indo-Cnm-ese Nationalists, who seek independ°nce will rayy round Bao Dai suici stop their three years of armed resistance to French troops. It is known that the plan includes a p.ovision to grant a great degree of authority to Bao Dai.
