Attack on One is Attack on All ! (Rec. 10.30). WASHINGTON, Feb. 2'4. The seven nations which are negotiating for an Atlantic Treaty are understood to have reached substantial agreement on the draft of the defence clause, cover-
ing action in the event of attack. The Associated Press says: This accord is regarded by diplomats as clearing the way for the prompt completion of the pact. The provisions of the draft, it is understood, make two points. One is that an armed attack on any one of the Atlantic Powers shall be considered as an attack on them all, and each country undertakes to assist in meeting the attack in line with its rights of selfdefence under the United Nations Charter. The second point is that each country shall decide for itself the particular actions, including the possible use of armed forces, that it will take in meeting an attack,
