Attitude Of The Churches
A fear has been expressed by the churches that the proposal to legalise off-course betting will increase gambling. This is contrary to the considered opinion of both the Royal Gaming Commission and the Racing and Trotting Conferences. The proposed Scheme will prohibit betting on credit. ’This will not only prevent persons betting beyond their means, but must have the effect of reducing the actual amount of betting. The prohibition of young people under 21 from betting and the stopping of touts soliciting bets in factories and offices will also tend in the same direction. Fundamentally, the poll at which everyone is asked to vote on March 9th next is for or against illegal bookmakers. If, as the past 40 years’ experience has shown, it is impossible to prohibit off-course betting effectively, surely a legal Scheme of properly controlled off-course betting should be introduced.
