RANGOON, Feb. 20. A Regional Autonomy Inquiry Commission, set up by the Burmese Government, has unanimously recommended the formation of a separate Karen State within the Union of Burma. FIGHTING CONTINUES Government troops supported by navy men and fire from gun-boats, have surrounded Karens in the Insein area. The rebels continue to offer stiff resistance from behind a barricade of rice bags. Observers believe the battle may develop into a decisive engagement, which will last for several days. A Government communique said Karen and Communist rebels had attacked and occupied Yamethin, an impartant town about 275 miles north of Rangoon, on the Mandalay railway.
