NINE EUROPEAN COUNTRIES ARRANGE FOR ECONOMIC RECOVERY

PARIS, Feb. 16. The special European Ministerial Committee to-day reached complete agreement on measures to reinforce and streamline the organisation for Economic Co-operation. The Ministers, representing nine Western European nations, agreed to establish a new executive council of eight Cabinet-rank statesmen under the chairmanship of the Belgium Premier, Mr Spaak. They also approved recommendations, from the secretary of tbe Organisation for European Economic Co-operation, Mr Robert Marjolin, for combining and tightening up the O.E.E.C.’s sub-com-mittee structure. The special Committee’s decisions will be submitted to the full O.E.E.C.’s General Council of 19 Ministers here to-morrow. No opposition is expected, since nine of the 19 countries are already represented on the Special Committee, and. these were well informed on the views of the other 10.
