RIO De JANEIRO, April 17. The Federal Court claimed that explosions :n the Brazil Army arsenal yesterday which killed at least 25 were intended as the beginning of a Communist plot for a “second Bogota.” Forty persons were killed and 200 other were injured according to nrst casualty reports, when an Army ammunition dump 20 miles from Rio de Janeiro exploded.
