U.S.A. Warning on Terms for Relief (Rec. 9.5). LONDON, June 27. A warning that United States assistance for Europe would be fruitless, unless associated with European collaboration, was given by Mr Lewis Douglas, the American Ambassador, in a speech in London. “The political attempts to foster economic disintegration must cease”, he said. “There is no reason why countries cannot work together towards the reconstruction of one of the great devastated areas of the world. But they cannot do so if fear and hatred are deliberately inspired among their citizens. "Russia’s decision to join the Paris consultations should simplify the task. We are looking forward with assurance to surmounting the difficulties”.

Mr Douglas emphasised that economic reconstruction must rest on confidence in the stability of political institutions.

He added: “It is urgent that unilateral political acts which disturb confidence and encourage fear, or foster economic disintegration, must cease. The propaganda that is disseminated within States, and among them, to encourage hatred, and to footer a belief in the certainty of war, and in an inevitable fall and disappearance of certain types of economic systems, must cease”.
