“NO PERFECT PEACE”: MR J.F. BYRNES ON WAR POSSIBILITIES

If war came it would be because ot the incapacity of those controlling the Governments of the world and not because the people wanted it, said the former Secretary of State, Mr .James Byrnes, in a speech. “I don’t believe there is sucn bankruptcy of statesmanship,” he added. “I deny that conflict is inevitable. “On the contrary Ibelieve we can make peace and keep peace. "We have made it clear to Russia that she cannot dictate the terms of peace. There can be such dictation only to a defeated enemy sate or a defenceless state. The Allied Powers must negotiate with each other on terms of equality. “In this imprfect world there is no perfect peace, but we must follow our policy of patience and firmness, and seek to establish a peace as nearly perfect as humans can devise.”
