ITALY’S TREATY

Amended by Small Powers PARIS, August 23. The four .major Powers at the Paris Conference were defeated when the Italian Political and Territorial Committee, after a two hours’ discussion of the first paragraph of the preamble to the Italian Treaty, decided by eleven votes to nine to alter the statement that “Italy declared” war, which term the Big Four in drafting the preamble had selected, into "Italy undertook” war. For the first time since the Paris Conference opened nearly four wefks ago, it did its first work on a draft peace document. M. Vyshinsky, arguing against the change of phrase before the vote was taken, said: “We must brand the aggressors. No one can expect Italy to admit her guilt, but if Italy declares war against one of the Allied nations it means that she declares war against all of the United Nations. No aggressor ever declares that his war is a war of aggression, just as a bandit never describes his activity as banditry.” M. Vyshinsky said he hoped that the other members of the ißig Four would stand by the original text. China offered an amendment to the third paragraph of the preamble: The original paragraph said: “Whereas under pressure of military events the Fascist regime in Italy was overthrown.” China suggested that this should read: “Whereas in consequence of the Allied forces victories and with the assistance of the democratic forces of the Italian people, the Fascist regime'in Italy was overthrown,” which was unanimously adopted. The meeting adjourned after examining and approving about 120 words of the treaty’s preamble.

Killings in Italy TROUBLES OVER ALLIED TROOPS AND WOMEN LONDON, Aug. 26. Venice, some Italians stripped an Italian girl who was sitting in a cafe with an Allied escort. It was quelled after a British armoured patrol intervened. Several were wounded during a Venice festival in a free fight between Italians and Allied troops and Sapnish sailors. Guns were .used in the Leghorn incident when a Negro soldier killed three soldiers. Four Italians were injured. The driver and a woman bystander were killed when an armoured car crashed into a church.
