The four .major Powers at the Paris Conference were defeated when the Italian Political and Territorial Committee, after a two hours’ discussion of the first paragraph of the preamble to the Italian Treaty, decided by eleven votes to nine to alter the statement that “Italy declared” war, which term the Big Four in drafting the preamble had selected, into "Italy undertook” war. For the first time since the Paris Conference opened nearly four wefks ago, it did its first work on a draft peace document. M. Vyshinsky, arguing against the change of phrase before the vote was taken, said: “We must brand the aggressors. No one can expect Italy to admit her guilt, but if Italy declares war against one of the Allied nations it means that she declares war against all of the United Nations. No aggressor ever declares that his war is a war of aggression, just as a bandit never describes his activity as banditry.” M.
