On Dardanelles SUEZ AND PANAMA .PARALLELS (Rec. 9.10). LONDON, August 23. The Daily Express correspondent at Paris says: It is understood that Russia’s reply to the British and American Notes rejecting Russia’s proposals for a new regime in the Dardanelles will emphasise that Russia is not disposed to submit- to international control of this waterway, which she regards as vital to her security, while Britain and America retain the sole control of waterways' that are claimed as being vital to them. The reply, according to the correspondent, will point out that the Panama Canal is controlled absolutely by the United States, while the Suez Canal will jointly be defended by Britain and by Egypt. The reply will also assert that the Suez and Panama Canals are waterways leading to the world, whereas the Dardanelles gives access' only to Turkey, Roumania, Russia, and Bulgaria. The reply will also say that the internationalisation of the vital waterways would not be unacceptable to Russia, provided that it were universally applied.
