NEW U.S.A. PROPOSALS WASHINGTON, Jan. 29. A five-point programme to broaden the national social security plan has been recommended by the Federal Security Agency in its annual report. The points are:— (1) Insurance against medical costs. (2) The establishment of a single Federal unemployment insurance agency, instead of the present State and Federal organisations. (3) A maximum weekly unemployment payment of 25 dollars for 26 'weeks. (4) The extension of the old age and survivors’ insurance programme to include all gainful workers. (5) Permanent and temporary disability payments.
