PARIS, Sept. 18. A French broadcast from Hanoi (Indo-China) .says that the Nationalists have denounced French rule ana declared a republic. A correspondent says that there has been a good deal of unrest in Indo-China lately, and that this has been encouraged by the Japanese. „ 2 CHUNGKING, Sept. 18. .The Central Government and Chinese Communist negotiators are reliably reported to be working with General Hurley on the draft ol a basic agreement which may be acceptable to both sides. _A wellplaced informant describes it as the most substantial hope so far of a full statement of the long-standing dispute. SHANGHAI, Sept. 18. The Chinese Ministry of Publicity closed down the British-owned “Shanghai Times,” alleging that it had been operated by the Japanese and conducted anti-Allied propaganda before and during the Japanese occupation. The proprietor, Mr A. Nottingham, is seeking British Consulate aid in the effort to resume publication. The suspension leaves Shanghai four Russian, one French, two Japanese and a scor? of Chinese language newspapers.
