NOT WELL ENOUGH TO CARRY ON. (Rec. 9.30.) LONDON, May 13. Reuter’s Brussel’s correspondent says: King Leopold, in a letter to his brother, the Regent, Prince Charles, stated that his health, after captivity, would not allow him to again take up the Royal function. Therefore he asked the Regent to carry on. This was officially disclosed on Saturday night after a Belgian Cabinet meeting. The correspondent points out that the letter does not state that King Leopold has abdicated, but that he is unable to resume oilice immediately.
