POLAND’S FUTURE

SOVIET REGIME Moscow Support (Rec. 6.30). LONDON, March 31. The Moscow radio stated: The Soviet has officially informed the British, American, and Chinese Governments that it fully supports a claim by the Polish provisional overnment of M. Beirut to be represented at the San Francisco Conference. The Russian Government in a Note had called attention to an assertion by the Polish provisional Government that any government reorganisation in Poland could not be completed before the San Francisco Conference began. The Soviet statement declared that since the provisional Government “enjoys support of Polish people”, its representatives should be welcomed at San Francisco. The Soviet said that absence of Polish representatives from an international conference could not be explained by the lack of diplomatic relations as between Britain and America on the one hand, and the Polish provisional Goverhment on the other, since Russia similarly had no diplomatic relations with such countries as India. . Haiti and Paraguay. In an order recording the capture of Danzia, Marshal Stalin said “Eternal glory to the heroes themselves m the fighting for freedom and for the independence of the Soviet Union of Poland.” This is the first time in any order that Marshal Stalin has made such a reference to Poland.

(Rec. 6.30). LONDON, March 31. The Lublin radio announced: The Polish provisional Government has issued a decree incorporating Danzig within the territory of Poland. This decree is to become effective immediately. It establishes a new province of Danzig, enclosing the entire territory of the former Free City of Danzia, together with Gdynia, Kartuzy, S'tarogard, Koscierzyna, and Tczew. These areas are detached from Pomerania by the decree. BRITISH DISAGREEMENT. WITH SOVIET PROPOSAL. (Rec. 6.30). LONDON, March 31. The British Press Association’s diplomatic correspondent says The British Government has sent a memorandum to Moscow, disagreeing with the proposal that the Polish provisional Government should be represented at San Francisco. AMERICAN OBJECTION. (Received April 1, 6.30 p.m.). . WASHINGTON, March 31. The United States Government has rejected the Soviet request that the present Warsaw Government shall be invited to the San Francisco Conference. A State Department official, . indicating the nature of the American reply to Moscow, said that the United States hopes that a new Polish provisional Government, conforming to the Crimea Conference decision, will be established in time to send a delegation. (Rec. 7.30). NEW YORK, March 31.

Regarding the Soviet request, the “New York Times” Washington correspondent says: It is understood that the United States consulted Britain before replying to Moscow. The United States previously had refused the plea of the Polish Government in London to attend the ’Frisco Conference. The American position has been that any new Polish Government will be only a Polish group that is recognised at the San Francisco Conference. Officials tactily admitted that the Russian Government’s appeal for the Lublin Government to be admitted at San Francisco, as well as its demand for additional seats in a world assembly, have unfortunately confused the whole picture of the San Francisco Conference, and are raising | questions which have greatly disturbed the atmosphere.
