RELIEF NEEDED BY EX-ENEMY PEOPLES ■ (Rec. 9.0) MONTREAL, Sept. 21 The U.N.R.R.A. expects to spena at least a thousand million dollars in 1945 for supplies and services for peoples liberated from the Axis said the Director-General, Mr. Lehman. This was tantamount to half of the U.N.R.R.A.’s total resources. Mr. Lehman asked the Council to authorise an 1945 administrative budget of 115 hundred thousand dollars. The New York “Times’s” Montreal correspondent says: The Council is still divided on the issue of aid to exenemy territory. Britain, America, the Dominion, France Poland, Greece and China suport the givifig of the aid. Norway is opposed to it. The attitude of Russia, which was strongly opposed to relief for the former enemies at the Atlantic City Conference, is not revealed at the present conference. British and American supporters especially insist that the U.N.R.R.A., aid the ex-enemy countries to avert the break down of Government and birth of anarchy which might occur througout the world.

The Polish delegation requested, the U.N.R.R.A., Conference to warn Germany that if she instituted a scorched earth policy in Czecho Slovakia, Poland, and Norway, all clothing and fuel would be taken from German people this winter, and handed over to the people of the three countries. A Polish representative, Jan Niechanowski, pointed out that if textile mills in Czecho Slovakia and Western Poland could be saved as the Germans retreated, the U.N.R.R.A., would need to spend less. money on finished clothing for peop-' les in central Europe, and- people could be put back to work more quickly.
