An Istanbul correspondent of the '‘Daily Express” says: The Roumanian and Bulgarian Governments ap-■-■roached Russia, and asked for a stoppage of the war, with territorial guarantees by Russia as the price for ejecting the Germans. Roumania has already received an assurance she will be given back Iranslyvania, and has formally expressed her willingness to give to Russia Bessarabia and Northern Bucovina. This is a preliminary basis t? r P. ea ce negotiations with which the Russians have shown themselves satisfied. Intelligence reports, based on a representative cross section of Bulgarian opinion, reveal that the Bulgarian peace talk is basically insincere, since it is founded on a fixed determination to retain all of the stolen Greek and Yugoslav provinces.
