I.L.O. DECLARATION

MR ROOSEVELT’S TRIBUTE

(Rec. 6.30) WASHINGTON, May 17.

President Roosevelt witnessed Hon. W. Nash (President of the 1.L.0.) and Mr J. Phelan (Director of the 1.L.0.) sign the 1.L.0. Declaration. Mr Roosevelt, recalled that he had participated in the first 1.L.0. Conference in Washington in 1919. He said the 1.L.0. Philadelphia Declaration might acquire a similar significance to that of the American Declaration of Independence, which also was signed at Philadelphia. He said: “Your plans for the future development of the 1.L.0. form an admirable pattern for formulating certain aspects of peace. I want to -assure you that this Government will do • everything in its power to see that provisions for the attainment of those social and labour objectives shall be included.”

Mr Roosevelt presented Mr Nash with a citation awarding the U.S. Navy Cross, '.posthumously, to Signalman C. Buchanan, R.N.Z.V.R. who mi the night of J'anuary 29-30 aided in sinking an enemy submarine by keeping a light focussed on it, although mortally wounded.
