CRITICISM OF I.L.O.

Mr Nash’s Reply TO MOSCOW PAPER. (Rec. 1.0 ) PHILADELPHIA, Apr. 29: Mr. W'. Nash, the President, replied to Moscow “Izvestia’s” criticism of the 1.L.0. (as cabled on April 25). Mr. Nash, at a press conference, said: A world agreement on better labour conditions could not be accomplished effectively without Russia. Obviously, the Soviet wants a United Nations body. We cannot have both United Nations and a League of Nations. 1 believe that Russia would jom the United Nations organisation immeai-< ately. The 1.L.0. could, not function for any length of time without the Soviet ' Union.” He strongly urged. Russia’s return. At the same time, Mr. Nash indicated that there was little hope of this until a world organisation of United Nations was established with the 1.L.0. as an affiliate. He said a United Nations’ post-war organisation should be composed only Of those democratic countries which fought for freedom. Mi’. Nash said he doubted whether Italy’s request for re-admission to the I.L.s would be acted upon by this conference, but he saw no obstacle 1 to The 1.L.0. conference approved a British Government resolution to refer a declaration of purpose of the 1.L.0. to a drafting committee with a view to its adoption by the conference. The declaration makes it the responsibility of the 1.L.0. to study international, economy and financial objectivves, and, if advisable, to re 1 commend revision. Delegates referred to the declaration as “the Philadelphia Charter for the Workers.” Tne conference adopted a British resolution to give special attention to a proposal to establish international employers’ and workers’ committees for major industries, such as mining, textiles and metals.
