At the Borough Council monthly meeting, it was reported rate payments were up to previous years, just over £5,000 having been received up to Monday. The Businessmen’s Association requested 'the numbering of houses in the town, the Secretary (Mr. W. J. Richards) introducing Mr. C. Morrison, surveyor, engaged by the Association to formulate a plan, which he produced with a schedule of the numbering. Cr. W- H. Stopforth urged its adoption, stating that numbering would assist doctors, postmen and many others. Mr. H. C. Rowe (Postmaster), supported the deputation’s request. The Mayor, Mr. A. R. Elcock, said the Council will accept the plan, and thanked the Association for undertaking it without cost to the Council. It was resolved that the Town Clerk have a bye-law drawn up to permit the numbering of houses as soon as possible. It was decided to meet on Saturday to decide on footpaths lo be top-dressed for tar-sealing. Cr. Stopforth urged the kerbing of Weld Street footpath, where the area was lowlying. Cr. Heenan said Mr. Michel was annoyed that rubbish had' been dumped near his property, and the Council should protect ratepayers. A carrier deposited two loads of rubbish opposite a residence in north Revell Street, and no person should be permitted to do this. Cr. Stopforth asked the Council .again to consider the dumping of rubbish al on the river bank on Gibson Quay, as the river was threatening to damage all along the bank, and the area would make a suitable dump if properly managed by the Council. It was agreed to ask the Harbour Board for permission to use the area, and if this were granted to dump rubbish there under supervision of the overseer. The Mayor was appointed to represent the Council at .a special conference to be held in Christchurch to discuss interests ot the South Island. Addisons were granted permission to erect a cycle stand at their premises. The Town Clerk was empowered to arrange with the Manpower Officer for Scheme 13 labour. The lease of an area was transferred from M. J. Cameron to the Convent of Mercv. and consent was given to subdivision of sections at the Railway Hotel corner. The reports of Messrs M. Houston and T. Ecclesfleld as valuators for the Council leases at Koiterangi were adopted. v
