SHIPS AND AIRCRAFT GIVEN PREFERENCE. (Rec. 11.20.) WASHINGTON, Nov. 24. The Army and Naw War Production Board jointly approved a sharp cut in the manufacture of tanks, heavy artillery and ammunition to permit the diversion of materials for increased aeroplane and ship construction. This action is the result of the accumulation of large ordnance 'reserves due to shipping shortages and new tactical emphasis on the use of air power. DISPUTE OVER CONTROL OF MATERIALS.

(Rec. 11.20) NEW YOfcK, Nov. 24. “The New York Herald-Tribune’s” Washington correspondent states that following a dispute with Army and Navy officials concerning the ultimate control of civilian economy, the War Production Controller,. Mr. Donald Nelson, has carried demands for a final decision to the White House. The differences arose from the proposed directive transferring to the War Production Board, authority over the procurement of materials, particularly aircraft,'now possessed by the Armed Forces.
