LONDON, July 21. Manpower officers havy started combing ranks of orisoners ih the gaols to increase vitally-needed labour in the war industries. Though the officers are reticent about the use whi.ch mav be made of the prison labour, they point out that much expert skill is possessed by men serving short terms for minor troubles. These men might be drafted early into war industry, instead of serving out their sentences.
