Appointments to be Made ■ WIDE POWERS TO BE GIVEN. WELLINGTON, April 30. Provision for the appointment of a Shipping Controller is contained in the Shipping Supply Emergency Regulations, gazetted to-night. Without the written consent of the Controller it shall not be lawrul for any ships which was engaged in trading in or with New Zearand on September 2, 1939, to be diverted from that trade. Any person knowingly concerned in such diversion shall be guilty of an offence. Owners or charterers of ships to which the regulations apply are required to give the Controller such imormation as he may require regarding the ship. The Controller may, from time to time, give directions with respect to the trades in which any shin is to be engaged, voyages to be undertaken, cargo to be carried, hiring of any ship, and terms and conditions for carrying cargo, and also the order of priority to be accorded specified goods. The Controller may also require a ship to proceed to specified ports, and direct the ports at which consignees are to take delivery of cargo. The Regulations do not apply to ships belonging to the Government of New Zealand, fishing boats, or ships belonging to any Harbour Board.
