Colonel Knox, Navy Secretary, said: A considerable increase in the submarine surface and air patrol fleet along the eastern coast of the United States will be made within sixty days. Colonel Knox urged that all sea captains should co-operate following certain shipping lanes. Ihe effectiveness of this policy had been demonstrated. Out of one thousand ships which cleared New York, only five had been sunk in the lanes outlined by the Navy.
