U.S.A. WATCHING IT.

WASHINGTON, February 23.

Mr. Sumner Welles told the press that the United States was watching closely all developments bearing on the French fleet, including the battleship Dunquerque’s arrival in Toulon. Mr. Welles said the United States Government had frequently made known concern with which it would view any relaxation of control over the French fleet, or anything indicating that the fleet was anything but purely French. Official sources have discounted reports, from London, that the enlarged German submarine fleet was using the Vichy-controlled island of Martinique as a base.
