RIO DE JANEIRO, Feb. 8.
President Vargas has ordered the construction of air-raid shelters throughout the country, and the training of the civil population in procedure in the event of air attacks. Meanwhile, the War Minister lias retained all conscripts of class 1941, after the eviration of their terms of service, in the Rio Grande Do Sul Region. This action was taken because .of large concentrations of Germans in that region, who have received military training, and ar? taking orders from the German Consul.
