To Provide Employment £250 MILLION. WASHINGTON, March 17. The National Resources Board recommended ft dik-year post-emerg-ency public works programme, involving the possible expenditure of billions of dollars, -to stabilise employment when defence industries’ operations cease, or are -curtailed. The Board’s plan was placed before Congress by Mr Roosevelt, who, in an accompanying message, said that national defence is more than mobilisation of the nation’s armed strength. | It requires long-range planning for the post-defence period and national welfare. Equally must we focus public thought on the ideals and objectives of our national life. We must seek a wider understanding of the possibilities for that future we prepare to defend. The six-year plan is described as a shell of public construction projects, quickly available in time of need. NEW DEFENCE BILL. WASHINGTON, March 17. Mr Roosevelt signed the fourth supplemental defence appropriation bill of 1,533 million dollars, mainly for Army, Navy and numerous Pacific projects, included in the Navy s portion of 681 millions. Mr Roosevelt has issued an order restricting exports of models, designs, and specifications of material or machines essential to the national defence.
CANADIAN ARMY. (Received March 18, 10 p.m.) I OTTAWA, March 17. Hon.. Mr Ralston said Canada’s reserve army had a strength of 175,000 all of whom had had at least thirty days’ training. .
