“No step should be left undone to impress on the German mind that there are plans for a just snd normal peace settlement as soon as the one diabolical obstacle is removed. These plans should be scattered far and wide inside Germany. This leaven would work powerfully on the German people. Germans fear that an unjust peace would follow a British victory.”
