PEACE AND PREPAREDNESS. (Received December 5, 1.20 a.m.) LONDON, December 3. Bulgaria intends to keep out of the war, so her Foreign Minister, M. Popoff, announced to-day. She will also do her best- to maintain relations with Yugoslavia as friendly as those now enjoyed with Russia. Bulgaria’s relations with Turkey, he said, were based on a treaty of peace, friendship .and neutrality. Future events did not depend on the Bulgars themselves. Nevertheless the best way to remain at peace was to be ready to face danger.
